Rotom Dex calls Cosmog and Cosmoem legendary Pokémon. They're legendary Pokémon.

Legendary is a meaningless distinction at this point. The only significant distinction right now is being banned in official formats. So at the moment I only consider the following "true" legendaries: Mewtwo, Mythicals (including Phione/Deoxys), box legends, Zygarde, Cosmog, Cosmoem, Necrozma
