That list you posted was slightly wrong/incomplete. The Ash-Pikachu with different hats aren't there for example.

The new one doesn't have Spiky Eared Pichu or the Cosplaychus, but still includes Eternal Floette.

It's because they were idiots and didn't block it from being put into Pokebank like Cosplay Pikachu. They probably had to keep it in so they wouldn't have to worry about people trying to transfer it in. Eternal Floette is done.

They probably just didn't have a reason to remove Floette. Cosplay Pikachu only got removed because they decided it was easier to put the new hat Pikachu in their data slot. (if you try to inject a Cosplay Pikachu, you get a hat Pikachu)

Because it and AZ's Floette are permanent unchangable forms but cosplay Pikachu is temporary.

The Gen 4 Pichu and Cosplay Pikachu had transfer/trade restrictions because they were permanent forms introduced in the middle of a generation.

Things like Sky Shaymin, Black Kyurem or Hoopa Unbound can freely change back to their original forms if you really need to trade them, but Pichu and Cosplaychu couldn't. GF was just too lazy to come up with a way to transfer them to Gen 5/7 and decided to let them rot in HGSS and ORAS.

AZ's Floette, on the other hand, was in Gen 6 since XY, so there were no restrictions for her. I bet Hat-Pikachu will be the first Pikachu form able to the transferred to future generations as well.

They get rid of the Cosplay and Pichu but they still have Spinda variants?
