I plan to buy Moon from the eshop but I don't have enough data on my phone to cover the games download size, is there a way to download the game on the pc and place the games onto the sd card, then transfer it to the 3ds?

If that's your only internet source, just connect your 3DS somewhere public like a Starbucks and download it there.

I have an unlimited plan, the issue is that I live in an apartment building that requires users to go through a portal to login with their devices, and the 3ds is incapable of seeing this, and the ISP refuses to forward it's mac address.
What I've been trying to do is set up my phone for wifi tethering but it keeps fucking up, so I was hoping that it would be possible to get the data from my pc and simply transfer it over.

Yeah, I had a similar problem when I was in Uni. I'm sure there are solutions online for it, but I just used public wi-fi spots and friends/family internet to download games.

You can turn your PC into a hotspot. Just google it and you'll find software. I used to have to do that in first year if I wanted to play games online.

I've tried a few solutions for this, and whilst my 3ds can see the connections I've set up they never connect to the internet properly. For example the device might say "connected to the internet" but the internet won't actually work. Google is no help.
