Literally NO everyday person will associate a Woodpecker with a Toucan.
Science geeks and zoo freaks will, the games are aimed at kids, they're not going to understand that.

Toucannon has zero features that Pikipek has, which is why it doesn't look like it should be an evolution for it, if they kept it's red crest and made it into a some sort of hair quiff like Pidgeot, then it would look hell of a lot better, or made it's beak become hard as steel, the opposite of what a Toucan's beak actually is and it would still keep it's Woodpeaker like beak.
