Cynthia can finish with any Pokemon because she has decent AI. She'll even switch out Spiritomb if you try to stall it out. She always switches in the Pokemon that has the advantage over yours.

The funniest part is that there was an ORAS interview where they were asked about their choice of Megas, and they specifically cited Blue's Pidgeot as the reason it got a mega (something about how generation 1 players remember Pidgeot because Blue used it).
