scarf electric types are always a bad idea no matter what. 145 SpAtk uninvested is less than you think it is, and 45 base speed won't outspeed anything relevant even with scarf. Add to that the fact that Vikavolt can't benefit from electric terrain...

No reason to max speed, it wont even be fast enough to outspeed anything even with the scarf.

The moveset is on point though. I would just switch the ev's to 252 hp 252 spatk modest nature choice specs.

Scarfed 45 doesn't reach very high. Base 93 outspeeds it. If you're trying to outspeed things with Vikavolt, you MUST run Agility or have a Tailwind or a Trick Room in play.

I still don't like it. The strat becomes really fragile the more pieces a Pokemon requires to be in place already before it can even be useful at all. Even if it has webs down, getting immediately stopped by a pokemon that flies above SUCKS, especially when it's primarily an electric attacker - flying types are part of its job or its component of your team's overall coverage is not pulling enough weight.

Higher chains make it more likely to get HAs. Its not a 100% chance tho. But chaining like 3-4 should be good.

Since this is Doubles, might as well go with Vikavolt under TR. With that you can Volt Switch around. Also, put more investment into Sp.Atk than that.
