why should it be hard to catch
children who are most likely to actually use it don't want to chuck balls at it for an hour and teenagers and adults who play on-line or in VGC won't use it at all, so why make it a hassle when it's just for dex completion?

because there's a difference between it being easy and it being handed to you without even trying. Kids get the idea that you should at least lower its health/inflict status to a Pokemon to catch it, hell its harder to catch normal Pokemon than this shit. It shouldn't take hours, yes but I shouldn't be able to catch it THIS easily.
