Oh, well don't worry, it's still easier than ever before even just using an encounter cheat.

All you need to do is go to the location where the Pokemon would normally be encountered, activate the cheat, catch it and go about your merry business with a technically-legitimate whatevermon.
In previous gens you would've had to spoof encounter type, memories, fateful encounter and so on forth.

theres 2 fc cheats, one for current fc and one for total fc (you still need to grind the levels though by doing somethign that gives at least 1 fc)

The only legality-related changes I see from looking at PKHeX's commit history are that encounter types are wiped from .pk4s and memories are simply unused. They most likely won't be wiped upon transferring from Bank, but it's still a possibility.
Other than that, genning seems to be much simpler than it's ever been with memories out of the picture, really.
