My set for Arcanine is Flamethrower, Helping Hand, Will-o-Wisp and Protect. It's entirely about support.
Incineroar has more bulk, resists more common stuff, gets Fake Out (which is incredible in doubles) and Throat Chop, a pretty interesting move that puts Pokemon like Sylveon in trouble.
It looks like a very good alternative to Arcanine.
