Arceus's forms are all Uber because Arceus's stats are too absurd for OU, regardless of type.
However, other Pokemon like Rotom have different forms in different tiers.
Since Silvally has 95 in each stat, each of its forms will be tiered separately.

Silvally's strongest point is that your opponent can never guess what type it is untl it's sent out, so it NEEDS to keep that to make it viable at all.

Normal Silvally is versatile enough that it probably makes OU. It won't be great, but it'll be usable. Hell, parting shot alone might carry it.
None of the other forms will see enough use to get to OU.
On the other hand, Rock and Ice sound like utter garbage and might end up in NU.

Not him but he's right. Type:Null doesn't have access to any recovery, it's outright inferior as a tank to Porygon2 even before looking at the rest of its movepool. Its bulk is ever so slightly better (15 points total) but that isn't going to mean anything if it can't actually take repeated abuse and recover HP.
It does however have access to a pretty good physical movepool and Swords Dance, and a few utility moves like Thunder Wave and Roar so it could perhaps be good in lower tiers. But odds are it's not running eviolite.

95 speed is actually really great for its spread: outspeeds slower set up sweepers like Dragonite with very little investment, can sweep itself, and due to its great bulk, other Pokémon find difficulty to even coming near an OHKO even when faster with a life orb and possibly a band
Poison, Steel, Ground and Fairy, will all be just fine without an item.
Many other types would like one, but could function fine as a sweeper or tank
Because it gets Imprison, it could stop its checks and pack coverage against its own type, which has never been seen before.
