I doubt it. Can't speak for SM but in previous games most different forms are stored as different Pokemon. So Vulpix's normal flag is to evolve into Ninetales when a Fire Stone is used. Alolan Vulpix is stored as a different Pokemon, and it evolves into Alolan Ninetales when an Ice Stone is used. Pikachu probably has data saying that it evolves into Alolan Raichu when a Thunderstone is used.

The weird thing is that normal Vulpix have an Alolan Vulpix offspring. That's not normal. GameFreak did something weird.

Just look at the evolution tables people.
pokemon like rattata and vulpix, that have normal and alolan form. each form has a different evolution method. Normal Vulpix use Fire Stone -> Normal Ninetails. Alolan Vulpix use Ice Stone -> Alolan Ninetails. each alt form has its own evolution table separate of the base form. The problem is there is no alolan pikachu, no alolan cubone, etc the base forms evolution table was edited to force it to evolve into altform 1 aka alolan form.
