Route 8, the crater beside the water. You have to be fast though, since it runs when you get near it(use tauros) Respawns once per day apparently. I think I saw one at 4rth island too, but don't remember exact location.

It actually makes sense. Not only is it a wimpy Pokemon, they also normally live underwater and eat garbage. So seeing one just sitting on a path is rare. And not to mention that it's evo is a fucking beast especially with all these priority moves.

I learned a number of lessons when I was a young boy playing blue version, the foremost of which is that a pokémon is literally uncatchable unless it's asleep with a single point of health, and the second most important is that if it's a Zapdos you're just going to have to use a masterball.
Old habits die hard.
