When do you get to start the sidequest? I want to use 10% Zygarde in my playthrough

It's basically a sidequest, but having a legendary pokemon on your team can make battles a bit easier.

They shove it down your throat despite him not even being in the game as far as I'm aware.
I hate that these days there's loads of NPCs that just say "hey take this item that does something to this legendary Pokemon that everyone thinks of as a myth"
