Ghetsis straight up doesn't give a shit about N and manipulates him. Lusamine is a terrible parent too but she was fucked up by the UBs and eventually made up with her kids. Gio is the least offensive of the three cause even though he abandons Silver, he at least doesn't try to kill him or use him for his own ends.

Giovanni at least doesn't drag his kid into his plans.

Giovanni is just neglectful.
Ghetsis is manipulative.
Lusamine is abusive.

Although Ghetsis is the worst overall because his "son" was never anything more than a puppet to him, he never got outright abusive until N actually failed.
Meanwhile Lusamine was so bad after her descent into insanity that Gladion and Lillie couldn't take it and ran away.

Lusamine was the most emotionally abusive. She just neglected Gladion, but with Lillie she basically made sure to brainwash her into being completely dependent and without any sense of self-worth.
At least Ghetsis kinda let N do his own thing and had the maids and Pokemon raise him.

But Ghetsis is probably the worse because Lusamine actually loved Lillie at some point.

Is Giovanni really neglectful though?
I mean imagine if he was avoiding his son on his wife's request, or because he's you know a criminal. Various undesirables could use them as a way to hurt him.

In Lusamine's defense she was completely absorbed by the loss of her husband and her exposure to Nihilego only made things worse.

I haven't seen much of the ending but apparently she came back to her senses at the end.

Also I'm pretty sure her husband is that Poke Pelago guy

Lusamine was possessed by an Ultra Beast and so she didn't have full control over her actions. Lillie said on Exeggutor Island that Lusamine used to be really kind and sweet to her. Even at the end of the game, when Lusamine was freed from Nihilego's possession, she comforted her daughter.

Lusamine was on drugs. so she might not have been in her right mind in her misplaced grief over Professor Mohn's disappearance. She still has a chance to better herself since her daughter still cares and remembers the good in her.
