Claydol has Stealth Rock and Rapid Spin along with a near-immunity to hazards, and it's still dogshit.
And you don't want your sun setter constantly switching in to remove hazards. It wastes sun turns and wears it down. It could try Shell Smash, but it doesn't even outspeed Ninetales and Charizard after a boost.
