Hail in general will see more play thanks to this guy. 130 attack and a temp speed boost is nothing to scoff at. It's like the Hail version Kabutops. SD in the weather will make it amazing. Outside of that...it's gonna struggle a tad.

The hail version will still be shit compared to the rain version. Rain gives him the same speed boost, protects him from fire attacks and allows more team variety since Rain also supports water type, grass type and electric type mons.
Hail in general is the most useless team archetype. No amount of dedicated Pokemon will change that.

I think it will do better in rain than in hail. Icicle crash STAB complements rain, it can now OHKO keldeo and Terra with play rough, and also outrun them without scarfes. Superpower kills Heatran as well as Ferro after swords dance. And rain gives it STAB on aqua jet. Scizor rapes it, and it'll be NU tops like most weather sweepers, but it'll be useful

It's defenses and a 4x weakness to Fairy also are pretty fucking bad for something with already pretty weak stats
