Is the Pokemon universe an alternate universe where Imperial Japan won WW2? Not even the axis as a whole. Imperial Japan alone won.
Think about it: why do Cheren, Rosa, Unova Lasses look awfully asian in an american region? Why does Grimsley wear a kimono? What's with those Japanese styled towns in Alola?
I think the Pokemon world is a Japanese fantasy about them being the most influential country in the planet.

Rosa has brown hair. I don't know what's Asian about that. And America is a pretty diverse country.

If you've ever been to Hawaii, you'd know that Hawaii is to Asia as Florida is to South America. There is a very large Asian population in Hawaii.
THe western town however is a refrence to the paniolos, or cowboys of Hawaii, who have been on the Island since cattle were first introduced in the reign of King Kamahameha.
Hawaii is a really interesting place with a rich history.
