The new Zygarde 10% is only a temporary forme according to the official site, but it can be stored in the PokeBank which means it is a permanent forme etc...

Speed stat does not refer to a Pokemon's movement speed, but speed of its reactions, which is a lot more important in battles taking place in relatively small arenas where mons can also throw magical attacks, status and shit, not just attack with their bodies.
Base 43 speed just means Vikavolt is pretty slow on uptake or takes a while to build enough power to attack. Makes sense since it's a living railgun.
