Overheat doesn't have 100% accuracy and it lowers your SpA every time. Burn Up is still strong even without STAB.

Lest we forget, some of the most common attacking moves are 80BP...which in turn become 120BP after stab.

Burn Out is 130BP....it's a 195BP baby nuke after initial stab with a healthy amount of aftershock.
