Primarina has the honor of the highest offensive stat of ALL starters so a pecs set is always welcome! i like my set cause of the burns and stat drops. Makes it hard to kill i assume.

Why 24 Spe? Just curious what are you trying to outspeed?

I plan on running her with an assault vest as a special tank.

Moon Blast is a fairly obvious move, and shouldnt need explanation. Hydro Pump is her strongest STAB move, Ice beam to hit flying types, and Energy ball to hit other flyers. For support a Wish user will be necessary, I imagine sticky web would be pretty helpful as well, but without any speed investment it probably won't let her outspeed much unless they were uninvested.

Here is what I wanna do.

I mostly want it be able to take hits. since aqua ring is an egg move I will give the first Primarina I get Ice Beam and Hold item left overs or its Z-move

Actually, looking at it more, Energy Ball doesn't help as much as I'd like. Moonblast can take care of most water types. It mostly just helps against Suicune, Vaporeon and Volcanion. I didn't even know it got Psychic either. I guess you can pick between the two since Psychic takes care of poison types like Toxicroak.

The only reason you'd want Liquid Voice is for STAB Hyper Voice in doubles. For singles you'll want to keep Torrent Hydro Pump.

Anyways.... Im loving all this Primarina brainstorming! Its awesome. Its funny cause Primarina also gets Perish Song no? Could that work with som perish trap shenanigans? Again Brainstorm! Get creative! Even if it seems gimmicky you're using something you like!

With her decent bulk you could try a RestTalk set if you really wanted I guess.

Similar to the AV, you could try a Scarf set to catch people unaware considering her Sp. Atk is already quite serviceable on its own and she has STAB Hydro Pump to rely on. It might be more useful than it seems in VGC where everything is slow anyways.

Ice Beam is good to have. It can hit grass types and fliers. Honestly, looking at it, I'm surprised at how good the synergy between water and fairy is. It's a bit hard to decide the right coverage.
