Boosted Psychic-type moves and priority immunity is just too good for anything lower than OU.

With the boost from Psychic Terrain and assuming a neutral nature, that's the equivalent of base 220 Special Attack. And it can hold an item.

Hoopa-Unbound was mostly banned for its Choice Specs set, while Lele is even more powerful and faster and unable to be revenge killed by Scizor or Bisharp.
