I exp share lvld him from 3-15, then I started using the refresh thing a bunch and put him pos1 to fight himself. Evovled at 20 to pikachu this way

Just so you know the hearts on refresh are affection, not happiness. It has no effect on happiness evolution.

Unfortunately there is no early-game way of easily raising happiness, so you'll just have to keep him at the front of your party and not faint a lot. I think steps also very slowly raise it so walk around a lot too.
