Why are the new Pokemon so slow?

I just say they're all lazy since it's a tropical vacation island.

Its Hawaii so all the pokemon are part of a union and the union says to go slow.

1. A Pokemon doesn't have to be fast to be good.

2. Not ALL Pokemon are slow, but some of them are slow that actually should be fast, like the electric bug.

3. Without counting pure stall Pokemon:
Breloom,Bisharp,Heatran,Rotom,Scizor,Tyranitar,Diggersby and many more are all great pokemon without being fast.

They made a list of all new Pokemon by order of how fast they should be and just assigned their speed stats in increments of one
