I personally doubt they care about the meta games, and cursed body and being able to take advantage of terrain is better in game since eq isn't super common, and much more predictable. I think Gengar still has the stats, move pool and mega to make this work, hell the terrains might be good enough that bulky megagar is made better by being able to disable a 2HKO. The ground immunity but inability to benefit from what may be the meta defining mechanic might not be worth it. Still to early to tell.

Actually - I think a good idea would be if Ghost types gained an immunity against Ground types, because let's face it, they can all float and so shouldn't be effected by an earthquake.
But to balance it out they could become 2x weak to Fairy, except for Gengar where it would be balanced due to Poison typing. On top of that, Gengar could get a stat reduction in Special and it would be properly nerfed.
