I dont understand how to get dewpider. The location it gives me is beside a pokecenter

I assume it means the entrance beside it in the water trial area but Im just getting magikarps and tentacool.

How do I get to Kala'e Bay? I can't find an entrance, and I have 40 minutes to find a Horsea that appeared.
