Pheramosa has shitty defenses. Why in the world would you run a low BP move like Rapid Spin when it can barely take the inevitable hit that'll follow? Pheramosa's main job is to hit as hard as possible as fast as possible.
What set would you go for with Tsareena? Does she have any Attack boosting moves at all?

Starmie has shit defenses too but almost always (>98%) runs rapid spin. Sometimes the role is to get hits off and let your sweeper come in afterwards on a pokemon you can't kill outright.
