Gigalith will be amazing. 85/130/80 already wasn't bad, but the 50% spdef boost makes it amazing. The spdef boost easily makes it more like 85/130/130. Also, while he doesn't have recovery other than Rest, he can still function as a bulky mon with SR and a great offensive presence, with 135 Atk.

So Aurora Veil increases defenses and can only be ysed in hail, but does the effect remain if hail is removed?

If so, hail teams might be worth looking into for VGC.

Torkoal is good to have but overall pretty meh. At least he brings more utility than Ninetales. What Drought needs a non-fire type inducer to finally be on par with rain.
