What if the low speed stats are an anti-piracy measure?

Even if you do boost its speed, it doesn't even have that great of a move pool. It's just another galvantula that requires setup, and doesn't have sticky web. Sure vikavolt has higher sp attack, but will probably run thunderbolt, and galvantulas thunder will probably make up the difference.

Air slash had been barely usable for a couple of generations. 75 base power for a non stab special attack is awful, and all the flinch does is cause rage quits.

I don't even know what vikavolt would run for its forth move.

No. 43 base is ungodly slow a -1 speed does shit all.

Also this thing already naturally learns Agility, with 252 neutral speed it can hit 370 at +2 which isn't enough to beat positive base 120. Meaning you either need to run +spd which complete culls it's offensive power or just settle for beating a slower speed tier like base 115's.

Either way any Scarver with even mediocre speed is going to still run circles round you.

Ahahaha definitely no. QD doesn't automatically make everything amazing, it'll still be slow as shit.

Nope. It doesn't have the high BP attacks that something like Chandelure does like Overheat/Fire Blast which allow it to scrub the floor when it has a opportunity.

It HAS to run +s.atk 252 with something like Life Orb to give it the same kind of nuke ability and make up for the BP. But with that speed it's practically guaranteed to take a heavy hit at some point.

Keep in mind it's been introduced in the same generation as something like Xurkitree which is Elec type too but with a base 173 s.atk and 83 speed to work with plus Tail Glow of all the things to give it.

This thing straight up needs TR and it's not even the best abuser with all the slow mons this gen.

Golisopod is legit excellent, great offensive and defensive typing, massive stats, useable ability, shits high power priority attacks like nothing. It's an amazing revenge killer.
