In-game dialogue suggests Necrozma is found in normal gameplay. Chances are it's not a UB, or else it would have probably been placed after Magearna in the Pokedex.

Its necrozma, he is confirmed to not be an ultra beast, and unlike an ultra beast, he learns a special move like the legendaries, and necrozma at level one learns moonlight and the sun healing move, which hints even more to it being the third legend
