Primarina's sole niche is being able to shoot rain boosted Water type Hyper Voice. This is the only thing preventing it from being a worse M-Gardevior Sylveon or Milotic.

You are looking for Primarina to be Scarfed, Specs'd or Vest and the latter is the better option when considering it's low speed and HP yet high Sp defense and special attack stat + versatile offensive moveset.
