Owls mostly use their fantastic vision and hearing, as well as their silent flight, to locate and capture prey. They don't use speed, like falcons and hawks.

That being said, owls are actually pretty slow fliers, hitting an average of 40 mph.

Falcons are different birds of prey. Their bodies and wings are not designed for silence, but for diving and speed, not for marvelous tracking.
