A lot of 'fast' pokemon aren't necessarily fast flyers/runners/swimmers/etc but just have quick reaction times.

Likewise a lot of Pokemon stated to be fast flyers/runners/swimmers/etc have pretty low speed stats, like Poliwrath.

That said, Archery does take quite a bit of concentration, so it would make sense for it to have a relatively low/middling speed - which is something a lot of games actually do with archers - they just have range as an advantage.

He's a pretty shit archer if it takes longer for him to take aim and shoot than it takes for the enemy to run up to him and kick his ass.
