I'll be honest with you.

Starters have no variation in stats between evolutions. It's been that way for 6 generations. There is a chance that could have changed this gen, which would be cool, but signs show that yes, Decidueye will VERY likely have the stats reflected now.

Base stats aren't always set in stone. But it seems to be the case for most starters, even the changes are slight tweaks.

In Decidueyes defense, its prevos do look fatter than it does. But don't go on hoping its Speed will be higher than 100 or you might end up disappointed. Not that it won't become useful in its own way, but Primarina and Incineraor will be better.

Actually i thought about it, and if this thing ends up being meganium 2.0, all it would need is the defenses switch with offenses and it work fine competitively, granted it would be forced to use choice scarf only unless its hidden ability is something like speed boost or unburden, but regardless it CAN work as 328 hits hard enough and ghost covers almost everything
Also it might get destiny bond, so suicide choice scarf would give it a dumb as hell, but useful gimmick
And if masuda decided to smile down on it, he would move some defense points to offense or speed respectively, So all we have to do now is hope to god those jackasses at gamefreak didn't fuck it over so badly
