What matters is that she declared Ash as her goal. She's going to be back for him eventually. We won't see them getting together on screen, but this the best the writers could do given the circumstances.

Weekly subs started halfway into DP, so everything from there is fully subbed. The first half of Kanto has been subbed so far (though none of the Orange arc), while Johto only has 5 random episodes subbed (pretty decent, standalone ones, though).

The Pokemon dub WAS actually watchable in its first several years: Battle Frontier's dub is when it begins getting truly bad because the voice cast is canned for literally whos and Ash starts talking in slang, Diamond and Pearl's dub starts the Team Rocket insulting each other nonstop while rhyming, alliterating, and talking in slang habit while the voice acting gets even worse, mid-Black & White starts the largely dub music score trend and XY takes it to a new level of shit with more of the OST replaced than ever, along with the Pokemon voices & voice acting being worse than ever.

Yes, it was, whether you'd like to admit it or not. The dub wasn't that bad early on- it wasn't great, but it wasn't horrible like it is now. The dub's budget has been slashed over the years, first by cutting the (actually good) English voice cast for cheaper "sound-alikes" TPCi hired because "kids are too stupid and won't notice the difference."

This was then followed up with James Cathcart writing in dumb rhymes, alliterations, and slang into the script making puns seem like genius writing during DP, and then with XY's dub, 90% of the Japanese music has been wiped clean with elevator and UFO ballet tunes.

OS & AG are watchable dubbed: DP onwards need to be watched subbed, though.
