As a Charizardfag, this makes me a bit sad to admit, but T-tar wins.
While T-tar has lower speed and Charizard would get in a hit, T-tar just has way higher Attack and Defense. T-tar can tank anything Zard X throws at it, and even though Zard X is not 4x weak to it anymore, a Stone Edge can OHKO Zard X.
Funnily enough, although Zard Y is at a 4x disadvantage, Zard Y has a 70% chance of winning.

Reading through all of the posts, I would say it is safe to say that it heavily depends on the sets they are running.

Going by popular sets according to Smogon, if you pit the Bulky Sets of both Pokemon against each other, Zard X has a higher chance to win.
If you pit the offensive sets of both Pokemon against each other, M-Tar wins.
If you make a few changes to the sets, Zard X always has a 50%+ chance of winning.

It basically boils down to luck. M-Tar mostly depends on guessing what set the opponent is running. Zard X has a bit more freedom, since the Bulky Set does well against most of T-Tar sets, but still requires luck.

All things considered, I would say both Pokemon are equally strong. A battle between the two depends more on the skills of their Trainers.

Thunder Wave gives Zard X a free turn though. That's bad, because a Bulky Zard X can take a hit even without the burn, and 2HKO M-Tar. If you use Thunder Wave, M-Tar have only 30% of winning against Zard X. Even less in Gen VII, considering Thunder Wave can miss now.

As I said, it really does come down to the Trainers. The one that that has his plan read loses. A Bulky Zard X with Brick Brake does a lot better than Offensive Zard X, being able to win in almost all of the scenarios, but it still comes down to luck.
