The combo of Mega Sableye and Unaware Clefable completely stop every feasible Lugia set, hell in general it can't handle Magic Bouncers which make Mega Diancie and even Absol checks

It is actually incredibly resourceful, along with those stats of course. Lugia starts having problems when it can't status or phaze the opposition

OU Lugia would be an Offensive mon than can also play defensive, the only reason for not use offesive Lugia in Ubers is for the powercreep, but in OU he can use CM+Roost to destroy everything with Aeroblast and one coverage move, is like DD+Roost Zardx or CM Clefa but strongest, unbreackable and faster

It has a good movepool, multscale+roost and a solid typing

Giratina has better HP, but Lugia has far better defenses and movepool, on top of Multiscale.

Lugia has an incredible Calm Mind/reflect set. When combined with Multiscale, you have a Lugia that hits like a truck and takes so little damage that leftovers often gets it back to full. It's just simply a better wall than Giratina will ever be.

Give it some better moves and we'd see that change.
