Stats are 20/10/230/10/230/5 meaning that its bulk is useless due to HP being 20, only way to rise its Sp. Defense besides Accupressure is Shell Smash and Contrary, which lows Atk, Sp. Attack and Speed by 2 stages while raising Defense and Sp. Defense BY ONE FUCKING STAGE, its main way to do damage is Toxic which all Pokémon can learn it anyways, has to carry the HM Rock Smash to find one (which is a TM on Gen II, Gen V and Kalos)

Bait the rare psychic move, nullify it and counter with Knock off or other dark move.

Jolteon (my favorite Eevelution) fell to RU due to Mega Manectric. Mega Manectric is faster and stronger than Jolteon while having a good defensive ability in Intimidate and can be abused by using Volt Switch. It also has more coverage on actual Fire-type move for Ground/Steel Pokémon like Excadrill while retaining HP Ice.

Jolteon's offensive stats are 110/130, and Mega Manectric has 135/135.

Now for Sylveon, I don't know why it fell to UU but people usually compare it with Mega Gardevoir. Sylveon is slower and weaker than Mega Gardevoir but it doesn't mean that Sylveon is useless, like Mega Gardevoir, it can learn Psyshock to counter Poison-type, but Mega Gardevoir has STAB on it, both have the same ability in Pixilate but Sylveon can hold an item, this will be an advantage if it wasn't for Sylveon's most used setsl being offensive and holding Pixie Plate. At least it can use Calm Mind + ChestoResto (is basically a high risk high reward set, but its Speed fucks up)

Sylveon's offensive stats are 110/60 while Mega Gardevoir are 165/100

Iron Fist doesn't boost Sucker Punch anyways (is because Sucker Punch's japanese name doesn't have Punch on its name).

Bullet Punch is a better option for priority because it can have a coverage for Fairies and is boosted by Iron Fist.

Essentially, whoever made the decision that fossil Pokemon always have to be part Rock ruined that entire mechanic and all future fossil Pokemon forever.
