An action is just and moral in the Pokemon world as long as it brings happiness to the maximum possible number of people and pokemon
Why these are considered immoral:
>Giovanni: Concerned with hoarding happiness amongst him and his followers
>Maxie: Concerned with happiness of only those on land
>Archie: Concerned with happiness of only those in the sea
>Cyrus: Concerned with the eradication of happiness
>Ghetsis: Concerned with his personal happiness over that of everyone else and especially over Pokemon
>Lysandre: Concerned with the happiness of the small select group he deems worthy
>Mewtwo: Concerned with happiness of only the clones
If the action has neutral effect it is also permissible. For example the Deoxys story in Generations when it's perfectly fine to break into a secure research facility as long as the end (freedom of information) justifies the means (illegal access to data).
