Serperior is only labeled as the best of the three because it's design matches most people's expectations. And it always was before it's hidden ability was even released so it had aesthetic appeal to back up it's dogshit ingame performance. I like Samurott more than Serperior too, but I can understand why the latter more preferable than the former.
