Well let's first see how the games handle it. Ever since the third generation, there have been trainer stars that appear on your card after certain requirements are met. While they mostly stay the same throughout other generations, that is completing the pokedex, entering the hall of fame, and doing the game's side missions like contests, there are some that are exclusive to each game. A true pokemon master would complete all of these requirements, but let's just list the most common ones first
>Get a record in the Hall of Fame in each region
>Complete the National Pokedex, excluding event legendaries not available through normal gameplay like Mew, Jirachi, etc.
>Defeat a certain amount of trainers in each region's facility
Now, a true pokemon master would go far beyond this, catching event legends and defeating even more trainers in facilities than necessary (ex: you only need to defeat 50 trainers in RS's battle tower, but there's a reward for beating 100). Knowing this, we can say that a to be a pokemon master, one must go beyond the requirements set for them by the general public, but we still do not know what that means.
There's plenty more to analyze, such as the differing achievements set out in the manga or anime adaptations, or spin off games and the like. But I don't want to pass the character limit of this post. Maybe I'll make another post, maybe someone else will post.
