So i formatted my 3ds, and now my region is Australia, and I can buy Sun in the 18th. But It isnt region locked?

There are 3 different regions for the 3DS hardware -America (which includes Canada, US and South America)
Japan
And Europe
Australia and Europe is the same "region", same goes for New Zealand

that's because brazil and canada share the same region
