Loosely based on prehistoric animals. Venusaur is a proto-mammal (it has those ears,) Meganium is a sauropod, Sceptile is a dromaeosaur, Torterra draws some inspiration from ankylosaurs, Serperior draws some inspiration from titanoboa (this one is the hardest to associate imo,) and Chesnaught draws inspiration from doedicurus.

Prehistoric animals is probably the go to answer, but it's a really weak link for some of them.
Meganium Sceptile, Torterra, and Chesnaught have clear inspirations from various dinosaurs and an extinct mammal, but a giant snake and a giant owl are hardly great examples. Almost any pokemon can be called a prehistoric animal in this way, since every animal has extinct relatives that look damn near identical. What could possibly break this theme? A domesticated animal?
Also, personally I find Venusaur's similarity to proto-mammals coincidental. I know a lot of people point out the ears, but proto-mammals didn't have ears.
