I HIGHLY doubt that.

In order for Silvally to be any type you want, which is limited to single types, it needs to have an item that does absolutely nothing else for it (so it can't have a Choice Scarf or Life Orb or whatever else you might want), and an ability that does absolutely nothing else for it (so for all intents and purposes it has NO ability during any given battle, compared to a hypothetical near-identical pokémon that just IS that type naturally), meaning whether it's Ubers material or just OU will depend on its base stats and TM moves.
Multitype is only a great abillity because 1: it's on an intentionally game-breaking pokémon, and 2: plates do something in addition to changing Arceus's type.

Assuming it's not legendary, how would its stats have to look to be in OU and nothing higher?

555 is currently the highest BST a non-legendary, non-mega, non-pseudo, non-crippled-by-ability Pokemon has (Arcanine), so how about we have another one:

HP 75
ATT 110
DEF 75
SAT 110
SDF 75
SPE 110

Let's also say, hypothetically, it gets Arceus's exact moveset. Is this too strong?

Komo'o is pretty certain to be at the very least high UU

It's stats is shown to be physically bulky with high attack, good STAB and if it gets Poison Jab has coverage against fairy, that is not counting boosting moves it may get. It's ability also protects it against hyper voice M-garde and Sylveon the only fairy it fears is Azumarill and Clefable, bulletproof may be used in a niche set against Gengar or others.
