In the Pokemon world, I guess it's a bit different, while we have some pretty fucked up people in our world who are out to physically hurt people, the Pokemon world might be pretty safe and friendly, so sending a 10 year old out in the world isn't anything to worry about, with the crazy people being in those teams, but majority of the teams are out to do things to benefit themselves, not hurt people, if it were the real world, TR would've just killed Ash and taken Pikachu.
