They don't need to add functionality. They could just make it so you could fight people using ORAS Megas and Primals. That's it. Make the items untradable and make changes to the netcode that boots you if you're playing XY with an ORAS item. That way XY players would see shiny new ORAS megas and be tempted to buy ORAS, too.

They can't be bothered because their method of patching is stuck in the dark ages. They replace the entire goddamn file when patching something. That means they would have to replace the entire container which has the models, textures, and animations for use in battle. I don't remember how big it is when compressed, but when uncompressed it's 2.4 GB. It'd be a 1 GB patch at minimum. Maybe they got better programmers for Sun/Moon, but don't count on it.

Here's the thing about Gamefreak:
They are not, and have never been, competent programmers. They're a bargain bin developer who got super lucky with the concept of Pokemon. There's a reason that the series has gone 20 years with an almost embarrassing refusal to fuck with the "collect badges" format.

They've done this before in Gen 4, iirc Giratina-O and Rotom-A were incompatible with Diamond and pearl. I don't remember if Shaymin was spared or note. There's also the Therian genies being incompatible with Gen 5, but back then there weren't patches on DS games so we kind of accepted it. no excuse now desu

Unless it's paid DLC, it will never happen. The plan is always to make you buy the next one in order to stay current.

From what I heard, XY and ORAS handle the data for Pokémon in a really dumb way in that all the data is in one archived file so a theoretical patch would have to overwrite the entire "Pokémon" file and thus be fuckhuge large. There's really no reason the two couldn't have fought normally like how you could use Resolute Keldeo and Black/White Kyurem in a fight with BW1 though.
