Maybe he's talking about regular Raichu, not the Alola form. The Alola Raichu is basically a new pokemon, it has a new type and a new form and we don't know if normal Raichu's getting the Z-move, too.

Always loved Raichu, it should be and should have always been Electric/Fighting. Cause what that's still about the same number of weaknesses, let's it have three new resistances (rock, bug dark all three of which are pretty common in terms of U-Turn, Knock Off and Rock Slide) and Lightning Rod gives it a good immunity while fighting stab allows it to take out a lot of other electric types. Also could give it Ice Punch which would be pretty cool maybe along with Fire Punch, and if it had to be a Mega-Evo Iron Fist or an ability like Poison Touch like Shock Touch with FO on a Raichu (after we saw Worlds) could be pretty good if it got a boost in all it's stats.

Point is, normal Raichu should have gotten a lot more love in general, cause seriously if they don't give it and the other pre-Alolan Form mons Megas or something not cool. Well especially Raichu cause it is related to the company mascot and make it even more awesome.
