It just lacks personality. It's kind of vaguely cute/happy, but that's about it. The design is okay, but nothing special.

I don't hate it, but it's definitely my least favorite grass starter.

Meganium's a shitty support Starter that's outclassed in the exact first route by Jumpluff. Having your first Pokemon be support and not actually able to really defend itself through offensive or defensive strategies makes for a shit first choice. The only good Johto Starter anyway is fucking Feraligatr since Gen II has some of the worst starters in the series

It's the same reason people hate Mega Audino. It's Support and nothing else, so why use it over the other options? If Mega Audino had Regenerator, it would certainly be used a lot more

And Torterra completely outclasses Meganium, all Grass Starters do

Not to defend Meganium, but Jumpluff was pretty shit in gen 2. I mean, worse than Meganium bad. You had to keep Hoppip unevolved until level 30 just to get Mega Drain and Jumpluff still has worse offenses than Bayleef.

Because they're both Support Pokemon, the point to using them isn't for offense at all. Jumpluff is fast and has access to Powders, what do you do with that? Have a fast Sleeper with Leech Seed

Chikorita's best offensive move is Razor Leaf at level 8. It is NOT that much better

Seriously, it doesn't even get Stun Spore. It only gets Poison Powder, a move strictly worse than a universal TM, and fucking Grasswhistle which is garbage and even then only as an egg move.

This thing is just ass outside of dual screens.
