For a game with two "regions" that's not a good thing. You'd expect to finish at a higher level than other games, but instead you finish at a lower level due to the lack of trainer battles.

The design flaw doesn't lie with the level curve here, though. Everyone is always like muh level curve, but the fact is that the problem is how short both regions feel. Yeah there are two regions, but there's almost nothing to do in Kanto and you can race through Johto pretty quickly too. The game's length is comparable to any other game in the series.

From a design standpoint is that how it should be? No, of course not. But when you're stacking up amount of content and time spent playing against other games in the series, HGSS is comparable.

It wasn't designed for that either. XY just has a horrible level curve in general. I skipped many trainers in XY in my EXP playthough, hell even skipped entire routes, used at least 11 in my playthrough, and never grinded any of them up to level before starting a new route, and i STILL was at least a level or two above the E4 out side of one of my Pokes..

But you're right about XY being shit for a level curve without the EXP share or any EXP boosters, and it really starts to show after the 3rd gym (which also is where the pacing goes to complete shit). I was a good 8-10+ levels lower than Olympia's acemon (which is at level 48) When I finally got up to the E4, my Pokemon's average was barely 50, with a good amount of them being level 47 or 48.

I played Storm Silver so I don't really know how the level curve was in HGSS. Speaking from the point of view of someone who doesn't play competitive or the any of the post game battle resorts, would they be able to play the game without ever having to grind and skip every wild encounter?

That's how I played every game and it worked out for me except in Gen VI games where I got overleveled cause I kept EXP share on.
