Not all. But many. It might actually be more proper to nerf the stronger mons a bit. Buffing doesn't change already present threats the same as nerfing said threats to be more manageable.
The point would have to be on increasing competitive options by making sure there were checks for everything that didn't do too much to hinder team building.

This if all Pokémon had the same BST then there would still be certain Pokémon with better spreads, movesets, abilities, typing that would far out class the rest. Pokémon is perfect the way it currently is.

Incase you need an example Salamence and Dragonite you rarely see Dragonite in doubles because it's outclassed by Mence but in Smogon singles you rarely see Salamence.

I like that gamefreak is revamping old Pokemon and making them more viable, but it's unrealistic to want every Pokemon to have a competitive niche to make it viable

Virtua Fighter is an example where every character is viable. Yes, obviously there are characters better than others, but that's how all games work where characters are different.

We're just asking for "Not Ledians", and there's way too many of them in the game, especially when Gamefreak removes Contests and other minigames from Pokemon every generation, where these pokemon could be viable.
