Almost 99% of shinies are made with an algorithm, hence the profusion of puke green shinies for instance, or the purple ones.
But whey they feel like it, they actually edit textures to make an unique shiny.
The rest simply goes through a shitty algorithm.

Actually there's a few shinies from Gen 1 (Gen 2 technically, but still) that were custom - Charizard and Gyarados for example. But they only had limited space for extra color palettes, so most of the shinies before BW just got palette swaps from other Pokemon or the least used color palette AKA puke green.

I think Minior having the same shell even when shiny adds to its gimmick pretty well. The whole thing about Minior is that you don't know what color it is until you activate its ability, so that should go for its shiny form too. desu not having a different colored shell is pretty smart.
